I have v31, but I am asking about the new release v37 as well if this is possible.
Is there any way to edit or change the Layer ID number(s) in the user interface or via Lua? I have a specific need for numbering the layers in my drawings a particular way.

You should be able to right click the layer name and renumber. I would also save go to File New with a blank drawing and save Template with your Layers numbered and colored the way you want them. So you can load that every time. You can also copy drawing in there.
Thanks for your suggestion. I want to retain the existing Layer Name, just change the internal ID number as shown in the Pick By Layer dialog window.
I do have a template set up the way that I want it. My reason for modifying the internal layer ID is to work around BobCAD peculiarities and limitations when performing a File, Merge, and it’s method of adding the geometry and layers from the merged file to an existing drawing.
